No one has to obey an illegal order. No cop, no soldier, no taxpayer has to obey anything that is not the Constitution of the United States by law.

Waterboarding is old school. Not that it’s not effective. It has been alleged that the CIA presently uses psychoactive drugs, also known as interrogation drugs. Russia’s FSB almost certainly uses similar methods.
