I assume this turd has an axe to grind, but if he were an honest broker it would still make sense to resist such an order. Let’s just say Trump is president and he doesn’t get any of the “more” stuff, just waterboarding. What stops the next lefty president from prosecuting those CIA agents who followed the order?

Torture is defined as a technique not in the Army interrogation manual. Obama had waterboarding removed. Any future president can legally instruct his Army Chief of Staff to place it back in the interrogation manual.
Then it is fully legal and ready to go.
There is no legislation or case law making it illegal.
