Donald Trump would force Mexico to pay for a border wall by threatening to cut off billions of dollars in remittances sent by immigrants living in the U.S., according to a memo released by his campaign Tuesday.
The memo outlines how Trump would try to compel Mexico to pay for a 1,000-mile wall if he becomes president.
In his proposal, Trump threatened to change a rule under the USA PATRIOT Act, an anti-terrorism law, to cut off funds sent to Mexico through money transfers known as remittances. Trump said he would withdraw the threat if Mexico makes a one-time payment of $5-10 billion to finance the wall.

A tax can be collected without a "presumption of innocence", but it does require Congressional action. Also, Trump today said he was going to bar remittances, not tax them. Big difference.
The barring on remittances was something Trump's memo said would apply to those who couldn't prove legal residence. But as virtually every employer knows, getting bogus documentation is easy, as is simply giving the money to a lawful resident surrogate.
It sounds like a great idea, but it wouldn't work. The solutions that really would work require Congress, and the best of those is the imposition of a tax on remittances.
Well that could be if we got so lucky. I said in the beginning that $10 billion was a small price for the US to pay to get rid of the illegals. Renegotiating NAFTA would also bring back some dollars that could go to pay for the wall. Lots of ways to skin a cat.

It’s a campaign, politicians talk about what they want to do, judge them based on that, not what you think they’ll actually be able to do.

I read that there is a part in the Patriot Act that says you have to prove that you are legally in the US to send money abroad.
Here’s an idea cut off welfare to able-bodied Americans. Welfare has really distorted the labor market wage mechanicisms. Welfare has made the minimum wage useless. Then it becomes work or starve.
Collecting a tax on remittances is the easy part of the proposal. The US is very good (for the most part) at collecting taxes. IMHO, they should tax all remittances. As we know not just Mexicans use our the southern border to cross illegally. This is just a transaction tax like virtually every tax in America. The hard part is actually building the wall.

And tariffs, BTW, are a tax on the American consumer not the selling nation unless they are willing to sell their products at a loss. As for the taxing of remittances I'm speculating that the Mexicans will simply get their money back to Mexico by other means. And for certain we will NEVER EVER get a check from the government of Mexico to pay for the wall. That is never going to happen.
And I'm starting to think that the wall will be built the way Ted Cruz wants it built. Your guy is having a couple of really bad weeks and had a terrible Tuesday in Wisconsin. That ARG poll was off by 30 percentage points.
You've got that backwards. How is Trump going to enforce it? He's the one who is going to have to force private citizens to comply with his order. And without the courts to back him up, he'll lose.
IMO best solution if you actually have facts, deport the illegal and fine (or imprison) the employer. Those are laws on the books, easily though not frequently enforced. Never enforced, the false W2 filing, for employee and employer

Since so many of our laws have been "ignored" to push the illegal alien agenda, I seriously doubt it.
