Yesterday, as the entire Cuban Mistress Crisis was simmering to a boil, it was discovered that weeks ago a large number of Marco Rubio operatives and supporters were trying to bring the sex scandal story to the MSM attention.
Under the open guise of #TheThing they were communicating via various twitter feeds and following along to see if the story had been picked up. Most of the activity was centered around March 10th – March 15th.

I started as a Cruz supporter, but am now a Trump supporter. I’m hoping, for Cruz’s wife and daughter’s sakes, that these stories aren’t true. I don’t care whether or not Cruz had affairs. That’s a matter for his wife and his conscience. I do care if it puts him a position to be blackmailed, and I do care if Cruz lies about it (if it’s true), and I care that he’s blaming Trump when the evidence clearly points to Rubio and his people. It seems to me that in this day and age, anyone running for public office who has had affairs would be well served to tell their spouse about it before the campaign, and to allude to rough patches and bad behavior in the marriage because chances are, this information is going to come out.

While I don’t know about the “payoff” of half a mil to Carl’s Pac, it would be nice to know why the Cruz Campaign decided to shift $500K to an opponent so early in the race (last summer) The reason given by the Cruz campaign at the time doesn’t hold water (some donors like Carly). They could donate to Carly themselves.

All I know is what I read and have some experience with.
The FEC has said it is a normal request that is submitted to any PAC. I’m trying to verify if the request has been satisfied since this is a story from LAST YEAR.
If we want to go back further...a Bachmann pac donated to Romney, an Obama pac donated to Hillary and a Perry pac refunded money to their donors after he withdrew this year. As I go further...I find it to be pretty much sop.

The Cruz campaign has no control over the PAC. The Cruz campaign didn't "shift" anything to their "opponent".
It's the PAC owner who decides how the money gets spent. Perhaps the PAC owner likes Cruz and Carly.
