The party machine controls the delegates unless Cruz or Trump can get their supporters in the 18 congressional districts to support Cruz and Trump delegates who run on the long lists considered ‘uncommitted’ by the party.
Cruz’s campaign asked me to run as a delegate, I’m sure they found three loyalists to be on the ballot in my congressional district.
The trouble is the ballot shows no linkage between individual delegate candidates and presidential candidates.
If he lacks the organizational infrastructure to elect delegates, then he obviously lacks the organizational infrastructure to win the electoral college and doesn’t deserve to be the nominee. Important test here of Trump’s campaign skills.
