Yes that will give him a whopping 14 delegates.
I wonder who the uncommitted delegates will vote for? And the 14 after the first round of voting?
Clearly this will hurt Trump getting to the 1237—most projections relied on getting all PA’s delegates.

I heard 2 on the radio last week from PA. One (PA-13) said he is committed to Cruz, no matter how the voters vote in his district. The 2nd one, from Bucks Co (not sure of the district) said that even though he favored Trump, he was open IF the voters in his district voted for someone else.
I think the worst part of this is the voters do not know who the delegates favor. Gosh, and I voted in PA-13 for 30 years.

If the party wins the delegate elections in the 18 districts, they will vote what the GOPe wants them to.
The Trump campaign has its candidates on the lists. They need to get to the voters in the 18 congressional districts to tell them who the Trump people are and vote for them.
