I notice the crew was integrated. Perhaps those men were cooks, or stewards; or maybe the color bar wasn’t quite so absolute as we have been led to think?
Wasn’t it Wilson who segregated the military after slow progress made over the years after the civil war? Just a guess, but the picture with black seamen may have been before the Wilson Presidency?

Most Navy ships have large crews. You need them.
