I’m not sure but believe only the Senate has to go along because it’s a treaty and a 2/3 vote is required.

Russia agreed to provide military training for three leftist regimes in Latin America and increase military visits and exercises following a visit last week to the region by Moscow's Defense Minister Sergei Shoygu, Pentagon officials said.
Shoygu met with defense and military leaders in Cuba, Venezuela, and Nicaragua and signed several agreements on warship visits and military training during the visit, which ran from Feb. 11 to 14. It is not clear whether any new arms deals were completed during the visit.
Defense officials said the Russian leader is seeking bases in the region for strategic bomber flights that Shoygu recently promised would include flights over the Gulf of Mexico and Caribbean.

Raul didn’t say “use an Executive Order to do it”. Remember he’s a communist killer. The translator didn’t want to be embarrassed to he changed the meaning a little.
Raul actually said, in typical communese to another commie,”use an execution order to do it”.
Jus what concessions has Obama gotten from the Castros? Until we get something from them, I ask Congress not to lift the embargo. On his return, he’ll have nothing in hand from the communists.
Considering the president America currently has, it shouldn’t be a big surprise.
Exactly, thus far neither of the commie Castro’s have given squat and bambam seems just fine with that.
