The first chunk of a $3bn commitment made at the Paris climate talks shows the US stands squarely behind climate commitments, the State Department said.
The Obama administration has made a first installment on its $3bn pledge to help poor countries fight climate change defying Republican opposition to the residents environmental plan.
The $500m payment to the Green Climate Fund was seen as critical to shoring up international confidence in Barack Obamas ability to deliver on the pledges made at the United Nations climate change conference in Paris in late 2015.
Obama is expected to announce a number of joint climate initiatives when Canadian prime minister Justin Trudeau visits Washington this week...
The White House is also working with United Nations officials to encourage countries to formally approve the Paris climate agreement ahead of a signing ceremony on 22 April.

Administration officials said the initial $500m payment to the Green Climate Fund demonstrated that Obama would follow through on the promises of last Decembers Paris climate agreement despite Februarys setback at the supreme court and threats by Republican presidential candidates to dismantle Obamas agenda.
...
The supreme court last month agreed to block the centerpiece of Obamas climate plan new rules cutting emissions from power plants until lower courts rule on legal challenges from 29 states and dozens of industry groups. The ruling created immediate uncertainty about the fate of the power plant rules and the Paris agreement.
Obamas climate plan is also under political attack from Republican presidential contenders who say they will scrap the rules and dismantle the Environmental Protection Agency if they take the White House next November.
Republicans in Congress have also threatened to scrap the power plant rules and block any US contributions to the Green Climate Fund,

“Everyone here can thank Cruz and Rubio and the rest for FUNDING this BS!!!
“
What basis do you have to say this? Please explain.
The 2015 Omnibus bill driven by Paul Ryan and Mitch funded this.
Cruz voted against the omnibus. Rubio missed the vote.
“Republican Senator Paul Ryan “
When did he get elected Senator?
Was this 1/2 billion funding in the omnibus budget bill? If not where did money come from?
I’m glad all the true conservatives in congress approved this. Anyone who opposes this must not be a true conservative.
Acumen Fund, Inc. (US)
From the article:
“At one point Republicans insisted that the Paris agreement be submitted to the Senate for approval before any funds were released before quietly relenting during budget negotiations last December.”
We need more true conservatives like the Republicans who are so good at “quietly relenting.”
The RUBE (aka p****) missed the vote so that’s yea!
Cruz voted nay which shows he has no leadership skills (undeserving to be POTUS) that a yea from everybody else!
“Republicans in Congress have also threatened to scrap the power plant rules and block any US contributions to the Green Climate Fund,”
That’s not what will happen, though. Republicans will make a lot of noise “opposing” this, speeches and press releases, Fox news commentary, complaints of obstructionism from CNN,then they will vote for it like they had always planned to.
Many people will think that the Republicans opposed it and fought hard to stop it, without realizing they have been fooled again.
Cruz voted No
McConnell-Ryan:
“We oppose the President is using these funds for Climate Change because when we authorized the funds for these things we asked him not to spend them. We’re conservatives you know.”
“Cruz voted nay which shows he has no leadership skills “
You make no sense.
Cruz voted with the majority of Republicans against this travesty.
Ryan and Mitch fully funded Obama’s budget so yes, it was included.
Thank them, as Cruz voted against it and Rubio was MIA.
$500 million is a big political slush-fund.
The sound of a half a billion dollars being flushed down the toilet.
How many billions to fund leprechaun research?
And you know the dough winds up funding some crony schemes.
I elected him in my old mind, sometimes it is not a pretty sight.
So what will your hero do about it? Nothing!
How did Trump vote?
