22 alternates provided to the Chairman. If the candidates list of delegates or list of alternates
23 does not include a sufficient number of names to fill each slot allocated to the candidate, the
24 unfilled delegate or alternate slots will be filled at the State Party Convention.
So it's not 50% of the delegates, like you lied. It's 50% of the votes.

He’s apologized several times and corrected the misinformation.
He wasn’t trolling there. Greenpapers had the following, which was wrong:

Otherwise, if at least 1 candidate receives 20% or more of the statewide vote, the National Conventions delegates are allocated proportionally to those candidates receiving 20% or more of the statewide vote. [Idaho Republican Party State Rules. Idaho Rules for Selection of Delegates to the National Convention and State Convention. Article VI. Section 3.(b)]

Those were the 2014 Caucus rules, not the 2015 Primary rules.
