In 1986 in the run up to the first amnesty, there was a surge of illegals when the amnesty was announced even though you had to be here for five years to qualify.
In this case, they are surging because they know the border will be secured under Trump or maybe even Cruz.
SCOTUS will also decide the legality of the Obama second executive amnesty in a few months.
