Because one could not be anything else.
Impossible. They are only judges. They can’t possibly understand the Constitution.
They had no authority to rule for any other state, nor the nation.
There have ben 85 federal court rulings concerning Barack Obama’s natural born citizenship status. The issue still isn’t resolved to everyone’s satisfaction.
None of those rulings on Obama were actually decided on the merits though. They were all dismissed on standing or procedural issues. And one said the issue had been sufficiently tweeted as though that resolved anything.
Besides Cruz is a different situation from Obama.
Obama was alleged to have been born in Hawaii, the child of one citizen parent. Though the proof was never adequate for many of us. Hawaii did at least claim him.
Cruz was born in another country to one citizen parent. That makes his case different.
Rubio was born in the U.S. but to two parents who were not citizens, so his case is different too.
Get back to the issues bump
Some of the Obama eligibility lawsuits were decided on the merits.
The best known trial on the merits was the Georgia eligbility challenge: Farrar, Powell, Swensson and Weldon v Obama.
Obama’ s attorney refused to show up for the trial because he believed the court had no jurisdiction. The judge offered the plaintiffs a default judgement against Obama but the plaintiffs’ attorneys said that they wanted a trial on the merits and the judge granted their request and conducted a trial. He then ruled in Obama’s favor, declaring him to be a natural born citizen.

Therefore, as discussed in Ankeny, he became a citizen at birth and is a natural born citizen. Accordingly, President Barack Obama is eligible as a candidate for the presidential primary under O.C.G.A. under Section 21-2-5(b). February 3, 2012

The same process will be used for Senators Cruz and Rubio. Senator Rubio has already moved for dismssal of the Florida eligibility challenge against Senator Cruz and him (Voeltz v Cruz and Rubio).
