Yes I would define these letters as more of a threat letter than a shaming letter. I’m actually shocked that they did it. Desperation is an unfaithful hand maiden.
Even if you disagreed that these mailings are threats, I think anyone would agree that they are intended as “intimidation”, and, that, too, is against the law specifically.
