There might be a naturalization file for Cruz. He was born in Canada to two Canadian citizens (if, in fact, his mother became a Canadian citizen as some sources say).
Only Cruz can make that public:

I have a U.S. birth certificate. That in and of itself proves U.S. citizenship. Cruz has a Canadian birth certificate. It proves nothing with respect to U.S. citizenship.
If it goes this far, former Sec. of State Hillary or her surrogates during the general election: Senator Cruz can you show us your CRBA to confirm that you are citizen? Of course ‘900 FBI file’ SHillary would already know the answer to this as the former head of the US State Department.
I've read that neither is required. But I've also read his mom did record at the Consulate. I suspect that will help some, but many just will continue to need "one more document".

Exactly. Not something that you’d be looking to lose track of, and given that, I would imagine that the State Department takes care to ensure that there’s always a copy there in case you do lose track of it.

It’s not. A birth certificate is only good to prove citizenship for the nation in which it was issued. A U.S. birth certificate is sufficient to prove U.S. citizenship; a Canadian birth certificate is sufficient to prove Canadian citizenship. A Canadian birth certificate is not sufficient to prove U.S. citizenship, and a U.S. birth certificate would not be sufficient to prove Canadian citizenship. That’s why as it relates to U.S. citizenship, there’s a document called the Consular Report of Birth Abroad of a Citizen of the United States of America (CRBA).
