More likely, he is not opposed to starting a civil war, but is concerned how it would end, once the blood of patriots and tyrants alike have refreshed the tree of liberty.I think the last thing we want is a civil war, but sometimes things are thrust upon people, and they have little choice. I hope it does not happen, but I wonder whose side, many in the military, and police, would end up on?
