So I purchased,my first handgun this weekend at a gun show. I had to fill out ATF paperwork. Pretty sure they ran a background check. So exactly who is she trying to watch?

What does this achieve?

As 2nd Amendment Foundation pointed out, there is no penalty for retaining the background check information in a database.

This seems like an attempt to add to that database. So they have as complete a database as possible when confiscation begins.
