Can a Vice President take his proper role as “The” Senate President? Or, is the VP always relegated to second fiddle to the President Pro Tempore?

Nelson Rockefeller tried that in 1975; I don’t think Robert C. Byrd let him get away with it. Later Byrd had another popular Rockefeller as his colleague.

The Vice President, as leader of the Senate, can only vote when there is a tie vote.
