No, she thought she had won, they mistakenly crowned her, but in reality, she did not win. This is the typical liberal mistake, to confuse appearances with reality, and to try to fix any embarrassment, any bad feelings by trying to alter reality.

No everyone in the world knows the crown was awarded to Miss Philippines. Everyone.
Co-awarding it this year won’t change that. Everyone understands she actually won.

However also awarding the lady who was actually awarded the crown (even if incorrectly) just this year is the perfect solution.
It doesn’t take anything away from Miss Philippines, and it saves a whole huge amount of face for the runner-up, and quite a lot of South Americans would no doubt agree.

It’s a beauty contest it has no bearing on anything just who got blessed with the best genetics and had the cash for the best plastic surgeon. The idea this was some conquest of a skills competition is laughable. Could give the crown to any of them and it makes no difference because it’s not something earned on talent or skill.
While the winner will personally milk it for income her entire life it really has no bearing on anything who wins. Who can honestly without using The Internet even name the previous winners. It’s an excuse to have attract women parade around to be ogled for ratings.
