Fort Myers, Fla., NBC affiliate WBBH aired a graphic that was supposed to be from the Department of Homeland Security during Friday's 5 p.m. show, but instead showed a happy eagle with T&A on its chest, grabbing what looked like breasts on the left and a butt on the right.

I think your source is enguaging in some Creative Journalism.

No, this happened. The source is a legit .com site that covers television news biz.

Once you get past "Homeland Security / TSA" at the airport, you can then proceed to "Fly United".
(You might remember that "Fly United" slogan that "United Airlines" used in their advertising some years ago, and a quick Google search of that advertising phrase will reveal some of the "colorful" avian humor that term triggered for some cartoonists back then.)
