Not according to the police press conference going on right now. There are two dead suspects that were dressed in tactical gear. One male. One female. A third possible suspect is in custody.
He said that he won’t rule out terrorism. It may be; it may not be. They will go “where the evidence leads”.
The police already killed two suspects a mile, and a half from the shootings, and are still looking for another, so I think your conclusion as well intended as it sounds is erroneous.
