Authorities are responding to a report of 20 victims in a shooting in San Bernardino on Wednesday.
The incident was reported in the 1300 block of S. Waterman Avenue (map), according to the San Bernardino Fire Department.

This is off the wall bizarre. It sounds from earlier reporting that (possibly) perp who works at health dept went to lunch and apparently had argument and then left. In theory, he came back with 2 others, armed and organized and let loose with a barrage and killed 14, injured 15.

Government person may have done something a gang didn’t like - ‘environmental services’ may find drug factories for example, town is having hard times and may be involved with crime, may have been a gang leader who had a personal beef.
Pros would gave gotten away or never acted in that fashion. Terrorists would have got away or gone out in a blaze- or something could have gone wrong.
