I can think of some. Don't allow any more Muslims in. Identify Mosques that preach violence. Deport any non-citizens who attend them. Monitor the social media for praise of the Jihadis. Identify non-citizens who are supportive of Jihadis. Deport them.
That seems pretty simple start to me.

Well, I can believe the group is diverse in their demographics (but exclusively centered in Muslim communities).
What I can't believe is they are "diverse" in their motivation. I'd bet in 99% of the cases it is either the Jihadi's desire to institute Sharia Law on the Infidel or the emotional attraction of stupid, Liberal, "tolerant" infidel women to the "romantic" Jihadists. The other 1% are simply stark raving mad lunatics instead of religiously motivated or deluded ones.
