Yes, most will never make the leap from talkers/viewers to active terrorists

Those who do not "make the leap" still give their Zakat to the local mosque which does support the active terrorists. They give assistance and aid to the terrorist in the planning stages of their attacks, provide them a place to hide in plain site, and then disavow any knowledge of them after the attack.
