There is no point in deporting unless the border is secure. Cruz is correct in saying that is the starting point. If you read his immigration policy, he says that those who have broken other laws and those on public assistance have to be deported first. With enforcement of our current laws, many will self deport. His law enforcement position is very clear in his immigration policy.
I read Ted's immigration paper. His position on deportation of illegals wasn't all that cut and dried to me.
Perhaps I didn't read carefully enough, but why couldn't Ted have been clearer in this interview, if that's truly his position?
If he can't back up his own plan in his public statements, perhaps they're just words on a piece of paper, signifying nothing.

No, it isn’t.
It’s ambiguous.
He could very well be for amnesty-any getting to stay equals amnesty. And after they get to stay- citizenship is the next logical step.
