Yup. It isn't as good as the A-10 - but it's still pretty good at killing tanks and surface vehicles. The Russians generally prefer to fit gun pods for surface attack - the SU-25 often flies with two gun pods containing 500 rounds of ammo each and they're actually better for anti-tank work in some respects. Here is an SPPU-22 on a Frogfoot, mounted backwards for ferry purposes. Note the downward pointing (and aimable!) twin barrel cannon for top-down tank killing. With this arrangement, the aircraft does not have to dive on a tank to score hits.
