Obama administration officials held a conference call on Tuesday with 34 U.S. governors to discuss the country's refugee program, the White House said, after more than a dozen governors said they would refuse to accept Syrian refugees.
The administration officials assured the governors that the refugees would undergo the most rigorous screening and security vetting of any category of traveler to the United States, the White House said in a statement.
Some of the governors encouraged further communication by the White House to ensure that they are able to better respond to questions from the public about the refugee screening and resettlement process, the White House said.

I read that there were only 12 governors on that conference call. Most of these governors have signed executive orders. They are not going to just say well OK now we give up.
he has threatened the states by withholding federal highway funds if they don’t take the refugees.
this is what i believe the states should do:
1. Decree all citizens to send their federal taxes to their normal address... care-of the governors office.
2. all taxes would be certified w/ return receipt
3. the governors office would then submit the tax holdings on behalf of the state, as per the Constitution (A1S2)
this would give the power back to the states.
if 0bama withholds federal funds... the states will withhold federal tax payments
as a bonus, the governors could demand that no tax monies would be sent from the states without an approved federal budget in place... as per the Constitution
Those would be very good points for Trump and Cruz to make. Loudly. The rest too, except that they probably do not care to.
And they must do it now!

Put them all in Washington D.C. along with every former refugee that is on welfare and every illegal alien who gets out of prison and isn’t deported. They all stay in DC permanently along with the crooks and creeps and most of our money.
We could build a nice wall around Washington pretty quickly. I can get Trump to pay for it.
