He can be indicted out of office for federal offenses. The Clinton Put Defense (black jurors in DC) could be beaten by a change of venue on grounds of "excessive notoriety/polluted juror pool" to someplace like, oh, Fort Smith, Arkansas, or Coeur d'Alene, Idaho. Minimal jury pool pollution there, so far out in Hickland, where nobody knows from nothin'.
