I get it with apostrophes and commas, but not all the time. I’m no techie, but I thought it might have to do with some kind of code embedded in the original article when you cut and paste to this site. I don’t seem to get those symbols when I straight type my post.

It ultimately has to do with the older ASCII Unix character set and the existence of vertical versus slanted apostrophes and other symbols.
