The headline is not true. There is nothing that FORCES anyone to hire a convict. It calls for elimination of a checkbox on the federal employment application indicating that the applicant has a criminal record. Criminal history can be factored in at a later time. I think this is a bad idea but it certainly does not required a convict be hired.
