Moscow has launched a ruthless campaign on the terror group in a bid to wipe them out forever.
Russian airstrikes were said to have hit 71 armoured vehicles, 30 other vehicles, 19 command facilities, 2 communication centres, 23 depots with fuel and ammunition, 6 plants used to make car bombs, several artillery pieces and training camps.
Russia's bombings have weakened the morale of militants and have sent thousands on the run, according to the country's defence ministry.

Well blimey. Not sure why they’d want to do such things rather than use the old fashioned shoot them dead method.
Why not blind and dead? Actually, since they believe the moon god will give them 72 virgins if they die while killing for him, blinding them might be a worse punishment, though perhaps castration should be added.

True. But this is not part of the Geneva Conventions, but rather a 1980 UN agreement on use of blinding laser weapons. I am not aware that there are ANY exceptions, such as for use against non-signing parties, savages, or terrorists.

Apparently the weapon only temporarily blinds, not permanently.
However the effect of troops being permanently blinded (rather than killed), as inhumane as it may be, will have a heck of a demoralizing impact on those troops who aren’t blinded, and those who may be thinking of signing up.
Dying makes one a martyr. Blinding robs one of an incredibly valuable human function, and can have the impact of reducing one from a fearsome warrior to an object of pity and a burden on others.
