She is pretending to read her notes, so that she does not appear to react to the question. It is mocking them and allows her to look down and avoid others and the camera.
I love how Roskow pauses during questioning and does her the “courtesy” of allowing her to read her notes.
She obviously has no intention of listening to and answering his actual question. She’s going to say what she came prepared to say.

Thre is no doubt the Europeans were pushing it. They had oil interests and the Arab Spring had sparked a flood of refugees from Libya and Tunis to the Italian island of Lampedusa. The UK, France, and Italy wanted action taken because their interests were involved.
