Well, you can't dispute that they "knew" it was coming. Again, it's provable that they were warned over and over and over again. But did they deliberately let it happen, as you dishonestly claim is Trump's position? No. It just wasn't their priority, so they didn't take the CIA's suggested action of increasing covert operations against Al-Qaeda, something that had been on the table since March.
Nice try. I say the incompetency of the federal government is the root cause. I also think that we had to know something was coming and very likely that it involved planes. Inaction and incompetence won out and they were damn quick to lock down the airports, pat down grandmas and monitor our communications afterward. Point being they could act if they wanted to.

Do you think that G.W. Could have moved immigration legislation through congress, gotten it passed and signed into law and had it implemented in the Executive Branch, and had every over stayer picked up and deported in nine months. I think Bush could have aggressively enforced existing law focusing on people from the middle east or given approval to the CIA to ramp up covert operations against Al-Qaeda which they had been requesting since March!
