Minority students in some San Mateo and Santa Clara County school districts were asked to repeat Algebra 1 when they entered high school even though the students passed the class in 8th grade, according to a report.
A report funded by the Silicon Valley Community Foundation says that math misplacement was done with minority students in a disproportionate number over white students. "It happens because some teachers have a bias toward kids of color, particularly Latino and African American kids," said Emmett Carson, Silicon Valley Community Foundation CEO.
Congressional Black Caucus members believe the study shows some school districts are holding a significant number of minority students back from achieving higher education.

Math is so unfair.
Only reason I can think of is if they actually didn’t pass the class, never learned much of the material and were just passed through because the system was tired of dealing with them. Has that ever happened before?
I guess my first question would be is if the high school gave all the entering students a skills test in Algebra I or not.
My second question would be is how is their claim of “disproportionate” measured? By total % of race in the country, in the state?, in the county? in the entering class?

I would posit that it is the students that are holding themselves back. Further, I would add that it is only one or two categories of minorities, not the full spectrum, i.e. Asian (Oriental, Indian, etc.) minorities excel at mathematics. The delta is in the cultural acceptance of self-discipline when it comes to mathematics, engineering and the sciences.
Their DNA is not pre-disposed to reject higher learning.
IQ is not consistent across racial lines. And whites (Caucasians) are not at the top when it comes to IQ.
Where do I get my reparations for all this institutional discrimination?

IQ is just one number. It would be as silly as evaluating the physical capacity of a person by an average of his clothing measurements. Is this person fat and weak, or brawny and powerful, or wiry and agile? You couldn’t tell it from such a “Size Quotient.”
I suspect that cultural factors have a lot to do with lax mental capabilities in some areas that go into the IQ. And if that can be is controlled for then the races will prove to be a lot closer than this.
Because the math book knows you’re not white, so it transforms to something unintelligible. Unless you’re Asian, the it transforms to something easy.
I'm a veteran inner city high school teacher, and I'll take a shot at answering that. There are two possible reasons.
One, the student might have passed with a very low passing grade (like a D or a low C). The 8th grade teacher might then recommend that the student repeat the course in high school, for the good of the student.
The second possibility is that the student might have done halfway decently in that 8th grade math class, but did not do well on a standardized assessment test. We have such tests in my next of the woods. They are state-wide.
Do poorly on an 8th grade assessment test, and you are automatically placed in a starter math class in 9th grade. Again, for the good of the student.
I have NEVER seen any student, black or white, placed in a class for racial reasons. To suggest that is vile.

in 8th grade, kids are passed irrespective of their learning experience. Indeed, kids are passed irrespective of their learning experiences in k through 8.
It’s high school when kids are finally held accountable for passing.

Here's an idea; let the minority kids that aren't prepared for algebra (despite their inflated grades) take the course anyway. I wonder how that will turn out?
Probably the previous teacher didn’t want to be branded a racist, and passed everybody.
