Most Republicans defect over Planned Parenthood funding

A majority of House Republicans on Wednesday rejected a leadership-proposed bill to fund the government for the next few months because it failed to defund Planned Parenthood.

But thanks to unanimous support from Democrats, the bill was passed easily, ensuring there will be no partial government shutdown when the fiscal year expires at midnight. Support from Democrats allowed it to pass 277-151; the next step is getting it to President Obama for his signature before the end of the day.

Still, the vote is a sign of the brewing anger in the Republican Party over having to fund a private organization that provides abortions. Republicans opposed the bill 91-151.

The bill was opposed by House Budget Committee Chairman Tom Price, R-Ga., who is vying to be the next House majority leader. But it was supported by his opponent in that race, Majority Whip Steve Scalise, R-La., as well as the next expected speaker of the House, Kevin McCarthy, R-Calif.

President Obama has promised to sign the bill, which will keep government operations funded until Dec. 11 at fiscal 2015 levels.

"This is a responsible measure that prevents a harmful government shutdown, while allowing time for a larger budget agreement to be completed," said House Appropriations Committee Chairman Hal Rogers, R-Ky.

Republican leaders allowed separate vote on a measure that would require the House Clerk to attach the defunding language to the spending bill. The defunding measure passed with Republican support, but it cannot clear the Senate thanks to Democratic opposition, which ends any chance of enactment.

Even though the Planned Parenthood defunding measure has no chance of becoming law, Republicans pushed for passage in the wake of videos showing organization officials discussing the sale of fetal body parts.

"I realize this is a last-ditch effort," said Rep. Martha Roby, R-Ala., the sponsor of the measure. "But I believe we have to fight until the very end."

All but three Democrats voted against it. Rep. Rosa DeLauro, D-Ct., called the bill, "a disgraceful right wing assault of reproductive freedom of American women."

Planned Parenthood provides health services for women as well as abortions and receives about a half billion dollars in taxpayer funding annually, mostly through Medicaid.

Roby's measure would have required $235 million be redirected from Planned Parenthood to other federally approved health care centers.

With a short-term measure completed, congressional leaders will begin negotiating a measure that can last the remainder of fiscal 2016 and perhaps include a top-line budget number for 2017. Senate Majority Leader Mitch McConnell, R-Ky., said he is seeking a two-year deal, which would be optimal for Republicans entering an election year because it would help the avoid another spending showdown in the fall of 2016.

Democrats are seeking the elimination of spending caps required under the 2011 Budget Control Act. President Obama has proposed tax increases in exchange for doing away with the caps, but Republicans call that plan a nonstarter.

Democrats on Wednesday praised the short-term solution, but questioned whether the spending fight can be resolved on a long-term basis.

"This very short term continuing resolution avoids the more immediate crisis, but what is step two?" Rep. Nita Lowey, D-N.Y., the top House Appropriations Committee Democrat asked. "Are there any firm plans to begin negotiating the full year appropriations bills we should be passing today? I remain deeply concerned about the potential of us facing another government shutdown in December."

and for the removal of ObamaCARE like they promised,
and they passed NO SECRET Treaties (like ObamaTRADE).

.... in an alternate Universe.

So you cant defund abortion abortion clinics without shutting down the federal government? They are that intertwined? Sounds like both should be defunded.

What happened today was a RINO PLOY to get beyond dead lines for primaries. Had the RINOs just funded today there were 100 primaries about to break out. The cut off date in November 15!! They want to fund baby killing but they used this decadent ploy to try to avoid PRIMARIES!! I hate these bastards!! Run anyway!! These liars funded omamacare 4 fricken times!! They funded illegal amnesty!! Primary these jack asses!!

Term limits would be nice but lacking them I believe a policy of never voting for any incumbent ever is good public policy. Keep these people from growing roots in DC. 95% of them are liars and hypocrites, even the ones we think are good.

Congress is like a colon, the longer stuff is in it the worse it is for the body. Flush it out!

First of all, no Republican should have voted for this bill if Planned Parenthood gets one penny of taxpayer funding in it. Way to stand with the baby murderers you sick freaks.

Secondly, someone needs to stand up and make a point every time one of these left wing nuts opens his or her (usually her, but I’ll be politically or gender generous) mouth about “reproductive freedoms”.

Um, the constitution as written doesn’t grant “reproductive freedoms.” I’m sorry, but you don’t have a fundamental “right” to a condom, birth control pills or devices, and certainly not a right to murder a baby in the womb. Now you do have or you CAN have the “right” to choose to go out and buy some type of birth control, and no Republican or conservative that I know ever plans to stand in the way of that-probably not even any or most Catholics when it comes to disallowing others to purchase those things.

No one even has some generic “human right” to kill their baby in the womb. The most fundamental of all natural, God given rights is the right to life. A woman’s not wanting to have a baby doesn’t trump (no, not talking about The Donald) that baby’s inherent, inalienable right and freedom to be allowed to live. Elevating some fictitious “reproductive rights” above every human’s inherent right to live is something that only the most sold out loons who have their consciences totally seared over on this point would even attempt to do.

Who are these 91 lunkheads? I wish Republicans would just stick to a simple crass principle, no funding Federal Funding for orgs that solely support Dems. How long would the Dems allow a private Organization to receive Federal funding if they only supported conservative Republicans?

First of all, PP is a BUSINESS, not part of the government;

Second of all, PP is paying every Rep and Senator to get funding for their campaigns....Trump is the exception....

Third of all, if PP doesn’t get money, they are going to put so much pressure on the government, they have no choice or to shut down the government?
