I am more for keeping one’s promises. Words are empty rhetoric. It is action which matters.

?

As I said, I'm for BOTH.

How does one keep a promise, if one doesn't make one?

You do not need words to take action. I do not wake up every morning saying “I follow the constitution”. I just live by it. I do not tell my wife every day “I will not cheat on you”. I just do not do it. I do not answer my phone calls by saying “I will not shoot you”, I just do not do it.

Point is words need not precede every action. Beware of people who say lot of words (all politicians) and then seldom follow with action.
