H1B is supposed to be for employees who bring unique skills that are rare in the workforce. In other words they are not meant to take any jobs from citizens. They are not meant to allow for paying lower salaries.

I believe we need a program to bring in high skilled workers but government should make it prohibitively expensive to do this so that the company is motivated to look within the United States for a person with the skill they need.

Divide the yearly allocation (60 thousand plus) into 12 monthly batches and offer them to 'desperate' companies. Employers claim that it is desperation for 'hard to find skills' that drives H-1B use, so surely they would be willing bid up the price of the visa the same way they would bid up wages if truly desperate.
The shrieking if such a scheme were offered would put pay to the 'cannot find' lie.
