The powers NOT delegated to the United States by the Constitution, NOR prohibited by it to the States, ARE reserved to the States respectively, OR to the PEOPLE.
“PEOPLE” has always been interpreted by the SCOTUS to mean INDIVIDUAL RIGHTS but liberals want it to mean government when applied to the Second Amendment. Jeb is either too stupid to understand the Constitution or so liberal he wants to reinterpret it’s meaning to suit his liberal/progressive agenda. Either way he must be kept out of the WH, he’s no better than clinton, sanders, biden or obama.
Doc Carson also has some idea of rural ownership over city ownership......

No, YOU need to actually READ the first Ten Amendments which in fact IS a Bill of Restrictions on the Federal Government and no one else.
Have read them? Read them. How does each one read?

“...the right of the people...shall not be infringed.”
“The right of the people...shall not be violated...”
The Ninth and Tenth Amendments makes it clear these are NOT a Bill of Rights (Communist Russia has a huge “Bill of Rights”), but “the enumeration in the Constitution of certain rights shall NOT be construed to deny or disparage others retained by the people” AND “powers NOT delegated to the United States by the Constitution, nor prohibited by the states, are RESERVED to the states respectively, or to the people.”
