He had the option to fine her whatever the minimum is and to determine what the repeat multiplier would be until she complied. He didn’t because he didn’t want flak from queers that he didn’t do anything - so he jailed her. He was afraid that her fines would be paid by a whole crap load of people. Yes, I blame him. Most certainly.

It's better that he sent her to jail and didn't fine her. If he just imposed excessive fines he would have just bankrupted her and kept her in financial trouble in perpetuity.

Putting her in jail turns her into a martyr ... and does it at the taxpayers' expense.
