Marco Rubio is not echoing Donald Trump's call to repeal the constitutional provision that automatically grants citizenship to individuals born in the United States.
"I'm open to doing things that prevent people who deliberately come to the U.S. for purposes of taking advantage of the 14th Amendment, but I'm not in favor of repealing it," Rubio, a Florida Republican senator and presidential hopeful, told reporters in Iowa on Tuesday.

There should be a change and clarification of just what is meant by “birthright” citizenship.
Just because a cat has kittens in an oven, that does not make them biscuits.
At best, the child should have been born of parents who are LEGALLY present in the country, but this should not in and of itself automatically confer full citizenship. The child may be returned to the country of the parents’ nativity, and thus would revert to the citizenship (if any exists) of the parents.
Or the parents may remain in the country to which they emigrated, and themselves become naturalized, and therefore fully legitimize the claim to citizenship for the child. But if the parents, neither one, ever becomes a naturalized citizen, then the claim on US citizenship is only probationary, to be affirmed upon reaching the age of majority, by formally rejecting the second of what would otherwise be a dual citizenship.
Proof of allegiance may be required by taking the same course of citizenship study assigned to all applicants for naturalization, and and an oath sworn out, to fully support the claim to citizenship, renouncing all others.
