It doesn’t matter. If you work with classified materials, you have to report any suspected negligent discharge of classified information. As anyone in the business can tell you, there is certain information and certain combinations of information that are always classified.
Anyone seeing that information on a non-certified system and not reporting it has broken the law. You cannot take any action beside reporting—responding, forwarding, storing, deleting—all are illegal. All material evidence must be left for forensic analysis to ensure every system and every route is secured.
Do the State Dept rules say that Hillary could delegate her responsibilities with respect to classified Info to an aide?

If that is the case, then Hillary committed a felony by allowing a low level staffer without a proper security clearance unsupervised access to Top Secret information.
BTW, just what is the security clearance of the small IT company in New Jersey that had physical custody of the Hillary Clinton email server that contained highly classified secret information and how was that secret information secured ?

No excuse possible for this . Hillary is an Ivy League lawyer who was listed as one of the Top 100 layers in the county. She was First Lady for 8 years and a member of the Senate Armed Services Committee for 8 years as Senator so she has been thoroughly briefed on the classification and handling of confidential and secret government information. She was further indoctrinated in classification of secret information for her job of running the Dept of State. There is simply no way she can play the victim on this one.
