Democratic presidential front-runner Hillary Clinton will unveil a $350 billion plan aimed at making higher education more affordable at an appearance in New Hampshire Monday.

The proposal centers on a $200 billion federal incentive system aimed at encouraging states to expand their investments in higher education and cut student costs. States that guarantee so-called "no-loan" tuition at four-year public schools and free tuition at community colleges will be eligible to receive federal funds.

So let me get this straight.

• Colleges have this amazing scam going where high school education is useless and college is mandatory to get a high paying job so they can charge almost anything and people will pay it even if they need to get a crazy loan to do it.
• Luckily student loans cannot be discharged in bankruptcy and the government guarantees them so anyone can get one.
• Colleges can increase their tuition at will and people will pay it, they have basically no choice. Growth in tuition has no anchor to the real economy at all and colleges are raking in the dough.

So Hillary's plan is to try to bribe them to cut tuition across the board so they can get some federal funding. I don't see how this could possibly be enough to incentivize them to walk away from their killer scam.
