Russia probably did it to hand the personnel data to Hezbollah cells through Iran. Other crack attacks to get military personnel records including prior service personnel were also probably ultimately for handing the information to other terrorist cells.
All present and former prior competent service personnel should be armed and improving personal/family security for the purpose of defending themselves.

One example would be Russia’s work over a period of years to equip and eventually excite other nations to attack Israel in the Six Day War. There are many other examples in the gradual formation of the Soviet Union. The PLA in China will use the same strategy wherever possible.
