I don’t know for sure, but sometimes if a cloture vote is not going to pass, the Speaker votes ‘no’ which allows him to bring it around again.

For what it’s worth, if the Senate Majority Leader votes against cloture, I believe he is allowed to bring the bill back to the floor, while voting FOR a failed cloture prevents the reintroduction.
The fact that cloture failed, however, is inexcusable.

Good point. Harry Reid did that constantly. Unfortunately, I don’t think McConnell is that principled.
