Thats already happening in California in a different way with mandatory below market rate units in new housing/apartment projects to promote economic diversity." I've read (something like) any housing unit or sub-division that has 20 units or more must include (some amount of) 'affordable housing' or the permit for the project will not be approved.
Everyone must have a poor minority family living next to them.

unequal access to opportunity or disproportionate housing needs in their jurisdiction. So Obama wants the GED grocery cashier and dropout bagger to live in the same gated community as the wealthy? That somehow the dropout was denied the same opportunities as the successful?

Nobody is going to fix that.
I would think that people are generally going to be around with people like themselves. I see this every day at work and other places I go.
I don’t really you can force someone to be with someone they don’t want be with.

In my neighborhood, the cashiers are racially diverse. It's not race, it's age that drives the accumulation of wealth to afford the nicer neighborhoods. There is nothing that anyone can do about that.

There is no racial discrimination in housing. There is an economic barrier that applies to all races. You have to be able to make the payments. You live where your means allow. Pursue a good education, work hard, improve your income and you can live in places with a higher price point.
Obama doesn't want to play by the normal order. He wants to jam people who lack the income (for lack of effort) into neighborhoods beyond their means (except when forced by government edict or subsidized by other taxpayers). The concept of freedom of association and seeking an improved lifestyle by virtue of personal effort is beyond his mental ability to conceive.
