Technically it is up to their individual Bishop to do the ex-communication, and sadly it doesn’t have to be recognized by any other bishops. As far as I know all the Catholics voted correctly on this one, but Roberts ducked the fog on yesterday’s decision.
It passed in at least two states. Maryland was one

The practical effect of those two decisions by the courts, effectively banned bibles, prayers and scriptures, as the government public schools decided that if they couldn't/shouldn't direct readings, studies or prayers, then nobody would study or pray or even have a bible in school!
