I’ve noticed a push over the last year or two to discourage people from making left hand turns.
It’s rather comical. My father taught me, when I turned 16 in 1970, to time my left turns to match oncoming traffic so I don’t have to come to a complete stop, risking being rear ended. Fact is, there are so many unskilled drivers on the road that a lot of them should not, in fact, be making left hand turns. Whenever I’m on my motorcycle, I cringe at an oncoming car either slowing with no turn signal or with their left signal on.
So many idiots on the road. I like the people who are making a left turn while drifting right into the next lane.

San Francisco is filled with FOB immigrants who drive just like they did in their home countries, i have seen ambulances just turn off their lights and siren because nobody would pull over for them. A lot of these immigrants have no clue about US road etiquette.
Lest all think I am only blaming immigrants, native born Americans in San Francisco have been selfish and rude displaying no driving manners at all for at least 30 years.
Manners are dead.
Combine the two, and you get mayhem.
