Yes. That’s the morality part of the equation. As most of us know, you cannot help people who are unwilling to help themselves. If you do try to do something for them, like build them nice homes, they let the homes fall apart for several reasons...
Economic: No money for repairs.
Education: No knowledge of how to maintain or repair what they own.
Morality: Using what is given to them destructively with no or little thought to the sacrifice of others who paid for it.
Community: Even if one had the money, skill, and morality to want to do what’s right, it’s difficult when the rest of the community around you is destroying their property, i.e. broken window theory.
