WASHINGTON, DC: When it comes to increasing skilled workers on H-1B visas, one could say presidential candidate Ted Cruz is a bit of a black sheep amongst the GOP.The Republican presidential candidate wants to increase the H-1B visas by 500 percent from its 65,000 to 325,000.
Cruz, who announced his run for the Oval office this morning, had made the proposition in 2013 as an amendment to the Senates comprehensive immigration bill.While the Senates Judiciary Committee torpedoed Cruzs amendment, they did approve an increase of 180,000 in the H-1B cap, but the House never acted on the legislation.Its not clear if Cruz had only the base 65,000 H-1B visas for skilled workers from around the globe to emigrate to the US in mind, and he didnt want to include the 20,000 other H-1B visas which are allocated especially for students who graduate from universities in the US.

never said I would not vote for him as the republican nomination. I just don’t want him as our nomination. I would vote for him over just about any democrat. I don’t see why you call me a useful idiot because I don’t like the realities of the foreign worker program. I am smart enough to know we need access to foreign workers and smart enough that as the program is right now being administered that most of the workers hired by the companies are hired because it gives them control over that worker.

If it was that simple, this discussion would not exist.
Reality is that all of the research, testing, development, manufacturing, deployment of new technology requires planning and task execution on the part of the existing scientific class in America who in turn require more scientists at a requisite knowledge and experience level. Like a factory with machines but few operators, the American science community can only focus on a few fronts and need to constantly prioritize all things on a an investigation and production list.
Further, scientific innovation is most often a psychological thing involving subconscious processing for problem resolution. True talent is genetic in terms of problem solving and scientific progress is often spurred by personal chemistry among scientific teams. Whether those genes, training and experience are American born or foreign born, the cross-fertilization aspect of scientific development demands that the best minds be devoted to the subject matter.
Thus, the big leagues of science demand not only a nationwide search but a global search as well to find the right stuff.
You’re smart enough to realize what’s going on but you’re not informed enough to realize that Ted Cruz is not part of the problem, he is part of the solution.
Reality is all those displaced workers who had families and are now faced with long term unemployment or worse. You don’t care a whit about what is important: the quality of life of Americans.

Don’t forget that Obama has just issued an executive order extending work permits to spouses of H-1B visa holders.

I work in chip design in the Silicon Valley. While my particular sector isn't "IT", it is flooded with H1-B visas.
What we've seen the past 15 years is that employers bring the foreigners here by the boatloads, and work them to death (which they can, because they hold the reigns on them getting Green Cards).
But of course, this abuse extends beyond just the H1-Bs. Because of both there being so many H1-Bs, and the fact that the labor market has (on purpose) been flooded with foreigners, the abusive work conditions become the norm for all chip designers in the US.
Don't like being abused? In the old days (pre-2001 or so) you could tell your boss to "take your job and shove it", and go the next month to a colossal job fair where there would be 10 or so companies eager to talk to you.
Do that now? Or just lose your job due to outsourcing / downsizing / department or division or project shut-down?
Well, if you're over 35, you most likely won't be working in a full-time job with benefits ever again. You'll be pushed into the realm of contracting-only. After all, why should companies make a commitment to you, when an endless buffet of overseas talent to abuse is delivered to them hot and fresh courtesy of sell-outs like our US Government officials? (Cruz and Obama and all in-between.) That contract job? It will last about 5 months until the job is done or the company hiccups and as a first line of cost-cutting dumps the contractors. Then you get to take another 3-7 months to find another job. WITHOUT UNEMPLOYMENT, BECAUSE YOU WERE A CONTRACTOR.
This is no theoretical, this has been my life the past 8 years. You can't ever feel stable. You can't ever even dream of owning a home, let alone in the $ilicon Valley, because of the financial instability. (That, and you're up against people who move their whole family over, and use overseas money to buy the homes.)

I am sure Ted is relieved that I don’t speak for him. But he has expressed his concerns over the present H1B abuses. He wants to take the H1B program back to what it was originally intended for which is to attract and retain top scientific and technical talent.
In my view Ted has no intention of flooding America with more IT workers from India. Rather he wants to attract or retain the talent that keeps America at the top. That’s not done by granting Disney a whole cache of approved H1Bs so that they can layoff their American born techies. But no one can prevent Disney from closing their IT shop down and offshoring it.
Sorry for your particular circumstances but I am very familiar with the tech field as in VERY FAMILIAR, more familiar than I care to be. The successful programmers, coders and IT specialists are those that are quick to adapt and fill market gaps. It’s very competitive even without all the H1B abuses. I doubt your life would have been a piece of cake even if no H1Bs had been issued to your field of expertise. I see the competition now in the new internet marketing, SEO, SEM and ecommerce. The competition is fiercer than fierce; it’s brutal. And there are no H1B abuses in that field yet because it demands a mastery of language and analytics as well as always a fine ability to communicate and anticipate corporate needs. I get stressed just thinking about it.

There is no skills gap, just a compensation gap. Given the general use of the program is for citizen avoidance (even when the citizen is more than qualified), qualifications excuses go out the window.
If anything, guest worker programs (along with their attendant laws/regulations) must meet their end. If one needs talent so badly, a citizen can be found and/or trained very easily.

The H-1B program was ALWAYS, ALWAYS intended to reduce the cost of SPECIALTY OCCUPATIONS, and will soon be applied to almost every service industry.
And, of course we know that Hostage is a Natural Born Citizen as he never would have qualified for a H-1B visa, much less the O1 which was designed to bring in Rocket Scientists.
