Littering intentionally in front of someone else.

I live on a cul-de-sac, with 5 homes on it. The center home is a rental property, the other 4 are homeowners. The middle of the cul-de-sac is a green area with trees and grass that is supposed to be maintained by the county, but isn't, so I and sometimes my neighbors mow it and keep the trees and bushes trimmed so that it looks really nice.

The rental property is rented to a black man that has a lot of friends come over and they sit on the carport to all hours of the night drinking and making loud noise and cars constantly going and coming. They throw their beer cans and bottles in the green area and litter it with candy wrappers, potato chip bags and other trash that I have to pick up and my yard when the wind blows it into my bushes. My wife tells me that he will walk to the convenience store down on the corner, buy a honeybunn and fountain soda, drink and eat them on the way back, all the while talking on his obamaphone, and throw the wrapper and cup and straw down in the street or in the green area and just keep on waling, even though there is a trash can right beside the road in front of our houses.............

We had some people who went through our property to get to a job site. Every day they threw out their trash as they drove through us. I finally got sick of it and I started picking it up and dropping it in a pile at their job site while they were not there. They caught on very quickly and stopped littering without a word being spoken.

I don’t know if this would be the right tactic for you to use but it sure worked for us.

We had some renters in the neighborhood and the children would walk outside and just release whatever was in their hand (wrapper, whatever) in their front yard. I had never experienced that before. I mean, it’s a few feet to get inside the front door and then surely there is a trashcan nearby once you are inside, right?
