There are some excellent observations on this thread, but the meat is this: the Fed says they're dialing back the amount of military-grade equipment they're providing to local LEO's.
Odds are, the equipment already fielded will stay where it is...

This may be a silly question, but why was the Federal government funding these purchases in the first place?
Democrats promote violence within the inner cities then they give the cops tools to stop the violence they promote.
And then both the inner city population and the cops vote Democrat.

I live in a small rural county in Wisconsin with approximately 23,000 full time residents. In the summertime, due to our many lakes, forests and streams, the tourists increase that number to around 45,000.
Discretely stored in one of our counties buildings sits a “new”, surplus MRAP “bomb proof” vehicle, received free of charge. The only thing missing on that vehicle is the roof mounted weaponry. What the hell does this county need such a vehicle for? Basically, we are an economically depressed county with barely enough tax payer money to meet the daily demands to operate. Certainly, we do NOT have funding to spend on modifying and/or upgrading such a vehicle. Yet, it remains stored away from the public view.
Can ANYONE tell me why such equipment is given to counties such as ours? We sure as hell do not need another “parade” vehicle.

Good question. Via his Executive Orders (similar to the German Enabling Act of the 1930s), Obama acts just like a King and the leftist media goes along with it. The spirit of Dr. Goebbels and Pravda reigns supreme in the “Land of the Free.”
I am not a big fan of militarized police forces. However, the pResident has no place telling local police forces what to do.
He created the problem in the first place by gifting this crap to them.
He needs to demilitarize the federal alphabet agencies. That is his purview. But he won’t do that.
All the equipment, however, is “pre-positioned” to be used by the federalized law enforcement,
when the “zombie apocalypse” is triggered
and they need to protect the zombies from the property owners.
Eventually, that’s the point.
There’s no 2nd amendment for law enforcement which would ensure they are only subject to “reasonable” restrictions or limits. You know, like permits, waiting periods, hi cap magazine restrictions, etc.
It’s a good thing the citizens RKBA is protected by the 2nd Amendment or we could end up in the same situation as the cops.
Military equipment use is out of control, but this is not the solution. Those tools need to be available, but not used as toys. The problem is local departments get them and then over use them in raids. The practice of raiding houses for minor offenses is a horrible use of firepower. That said, those tools need to be available when the need truly arises. It’s a tough balance, but it’s up to good leadership to find it. Not a one size fits all DC ban.

Short answer: that equipment is being staged there for use elsewhere, to keep it under the radar and to help spread out the maintenance costs.
Obama doesn’t want to let the cat out of the bag too quickly.

Over the past few weeks, my office has been inundated with calls referring to the Jade Helm 15 military exercise scheduled to take place between July 15 and September 15, 2015.
This military practice has some concerned that the U.S. Army is preparing for modern-day martial law.
Certainly, I can understand these concerns.
When leaders within the current administration believe that major threats to the country include those who support the Constitution, are military veterans, or even “cling to guns or religion,” patriotic Americans have reason to be concerned.
We have seen people working in this administration use their government positions to persecute people with conservative beliefs in God, country, and notions such as honor and self-reliance.
Because of the contempt and antipathy for the true patriots or even Christian saints persecuted for their Christian beliefs, it is no surprise that those who have experienced or noticed such persecution are legitimately suspicious.
Having served in the U.S. Army, I can understand why military officials have a goal to see if groups of Special Forces can move around a civilian population without being noticed and can handle various threat scenarios.
In military science classes or in my years on active duty, I have participated in or observed military exercises; however, we never named an existing city or state as a hostile. We would use fictitious names before we would do such a thing.
Once I observed the map depicting “hostile,” “permissive” and “uncertain” states and locations, I was rather appalled that the hostile areas amazingly have a Republican majority and believe in the sanctity of the United States Constitution.
When the federal government begins, even in practice, games or exercises, to consider any U.S. city or state in “hostile” control and trying to retake it, the message becomes extremely calloused and suspicious.
